In the fall of 2023, official Lisbon excluded all apartments from the list of objects that can be rented daily. Officials have stopped issuing rental licenses to apartment owners.
Illegal renting is still happening. But we don’t recommend that. We should bear in mind the administrative penalties. Management companies will also not work with illegal immigrants.
For now, you can obtain a license for short-term rental to tourists for detached cottages (villas, estates, etc.). However, according to unofficial data, each municipality in the future will make independent decisions on issuing a license to a particular facility. For example, apartments inside tourist condominiums are more likely to receive rental permission than apartments in residential areas. Still, these are just assumptions for the moment.
